Spaking other language than Latvian could cost you dear in Latvia

Latvia is preparing to double the so-called language fine for using a non-state language in the workplace. Offenders caught speaking a foreign tongue in any office or business will soon have to pay the equivalent of $100.

While the rules would appear to be aimed at reducing the use of Russian in Latvia, they could in theory be used against people using English, French, German or any other foreign language.

Amendments to the legislation were passed on December 9 with final voting on the bill scheduled for later this month.

At the moment, language violators can escape with just a warning. But when the new regulations come into force, a fine will be the only option.

The current fine of 25 lats ($50) is rising to 50 lats ($100)

Meanwhile, the penalty for speaking a non-state language without proper translation at public events is rising from 100 to 200 lats ($200 to $400).

The Latvian Employers Confederation and the country’s Human Rights Bureau oppose the amendments. They say the new rules will result in imposing penalties, for example, on people giving human rights advice in Russian.

Only two languages - Latvian and Livonian - are recognised as state languages.

According to the 2000 census, 94 per cent of the Latvian population can speak Russian. Almost 40 per cent consider Russian their native tongue.

On March 25, 1949, fulfilling the secret decision made by USSR Council of Ministers on January 29,1949, the USSR State Security Department and the troops of Ministry of Home Affairs realized the greatest people deportation in the history of Baltic States. The people were deported to Siberia by means of operation known under the name “Priboj” (Surf). This article is based upon the materials found in the Central archive of ex-USSR Soviet Army in Moscow. The author of the article analyses the number and structure of people deporters in Latvia. The deportations were carried out by the Inner forces of the USSR State Security Department (7456 men) and crack troops of the Destroy Battalion of Latvia State Security Department (6931 men). Apart from this there were about 12 000 members of Communist Party and Young Communist League participating in the deportations. So the local collaborationists made up about 63 per cent of the deporters. About 4000 professional officers of the State Security Department conducted the armed forces (3005 deporter groups). The people were taken to 55 railway stations. 42 322 persons were put into 3316 lorries and in 33 troop trains. Among these deported persons - “enemies of class” and of the occupation power - about 72,6 per cent were women and children. The deported were taken to the region of Krasnoyarsk, Novosibirsk, Omsk and Amur. The officers of USSR State Security Department received many awards and medals “for the excellent execution of a special state task”.
